Re:      Indian Civil Rights Violations
On Leech Lake Reservation
Goggleye et al v. Wilson [LLRBC] et al, CV-04-122

Dear Legal Authorities:

I am writing today to formally bring to your attention a wide variety of civil rights violations committed by the Leech Lake Reservation Business Committee (LLRBC).  I am aware that former Secretary-Treasurer LaRose attempted to bring these matters to your attention by way of correspondence dated September 8, 2004.  I am enclosing a copy of Plaintiffs’ Complaint for Civil Rights and Liberties and supporting Memorandum of Law against the LLRBC for violations of the Minnesota Chippewa Tribe Constitution, the U.S. Constitution which is incorporated by reference and the Indian Civil Right Act.  The same legal documents were served on the Leech Lake Tribal Police Chief, as a professional courtesy so that the top law enforcement officer is aware of the allegations, under 42 U.S.C. §1981 et seq, which are federal civil rights laws.

These are very urgent matters as the lives and livelihoods of the many tribal members are being routinely and systematically attacked by false allegations, defamation, intimidation, employment terminations, illegal use of police authority and powers and now election tampering and past efforts to deny candidates who meet the MCT constitutional qualifications of candidacy.

As a federal agency charged with fiduciary responsibilities over tribes, your assistance is important and necessary now.  I am asking that your agency investigate promptly to prevent more violations.  We look forward to your written response.  Please help.

Sincerely,

[signed] Frank Bibeau
